Nowadays, significant innovations are experienced in on-field deployed technologies during pre-hospital care to support Emergency Medical Teams in complex triage, treatment, rescue, coordination and dispatch tasks in mass casualty incidents. Technologies for continuously monitoring a victim’s health status in prehospital settings, or supporting on field scene assessment during an incident, result in the generation of massive data that further require effective management, harmonization, processing and visualization in intuitive ways to be easily and timely interpreted by users, supporting them effectively towards informed decisions, without overloading them with too much information. This is because, on the hand, first responders are already heavily tasked and under resourced during such incidents to be able at the same time to timely and effectively assess and interpret all these data themselves without support. On the other hand, both time in emergency situations as well as reliable and complete information in order to correctly assess the situation and take time-critical decisions are of essence to save lives and minimize impact. Therefore, information overload, when over-burdened with time-critical tasks, rather worsens decision making than helps make timely and informed critical decisions.

This of course does not mean that such technological breakthroughs in on-field deployed technologies are not usable. On the contrary, they become enablers for boosting innovation in further areas such as:

  • Data integration, governance and management systems to effectively and timely manage massive amounts of data from heterogeneous sources

  • Data interoperability and metadata standards to enable the unified representation of and interoperable access to all generated and used data and generate unified and complete spatiotemporal record for each patient/victim during the entire rescue and dispatch operations

  • Time series and spatio-temporal data processing and analysis to i) filter data from noise/outliers, manage missing data, ii) discover correlations and relationships, link data together, iii) produce quality and reliable data over time

  • Information visualization and visual analytics for optimal decision support and avoidance of information overload

The significant role of Data Management and data-driven Decision Support, as provided by the Interoperable Data Lake of Netcompany-Intrasoft, in next generation digitally transformed emergency management operations

In that respect, the innovative Interoperable Data Lake solution, developed by Netcompany-Intrasoft, effectively addresses the afore-mentioned challenges, bringing forward the identified innovations, by:

  • Seamlessly integrating existing in situ or required open data

  • Timely aggregating, preprocessing, managing, storing and providing access to live triage and other generated data from a variety of components to be fed to other data and AI-driven components for decision support as well as managing the results of the latter and follow-up respective actions

  • Providing Interactive Visualization Dashboards with customized aggregated information visualizations of different types per need and temporal instance

  • Providing a data-driven Decision Support System, which offers filtered and processed data visualizations and enables real-time alerting to Command and Control Systems in case of abnormal monitored vitals trends and potential victim’s health status deterioration.

  • Ensuring data interoperability in terms of unified, standards-based data descriptions and timely interoperable data access

  • Providing support for both during the management of an emergency and in post-emergency incident reporting and KPIs generation

The benefits it brings to end users are summarized to the following:

  • Single-point access platform for heterogeneous data access, query and retrieval in interoperable manner

  • More Fine-Grained, Self-explaining Information Presentation and Comprehensive Visualizations for timely and informed decision support

  • Quicker Alerting during incidents and Reporting/Analysis after an incident

  • Improved Alert Management

  • Scalability and Robustness under high data loads and stress conditions
