Facilitating early detection and prevention of emerging pathogens and boosting health systems resilience

Emerging pathogens are a concern worldwide especially when they exhibit the tendency to result in pandemics and threaten the health systems resilience and quality of health services. Therefore, in order to timely and efficiently predict a disease outbreak, manage and respond to an emerging pathogen at pan-European and international level, timely availability, sharing and access to quality data from relevant cases worldwide is of utmost importance. Towards this goal, significant advances to raise barriers for sharing and gaining access to such data have been made in the policy landscape, such as the Data Governance Act, Data Act, European Health Data Space Regulation, etc. Established European agencies, such as ECDC, aggregate information from national authorities to report relevant cases of known diseases, while the Health Emergency Preparedness and Response Agency (HERA) monitors and provides services for raising early warnings for the European Union, with WHO supervising the situation and taking action worldwide.
To enable emerging pathogens data sharing, management and decision support for early warnings, a distributed data space/ecosystem, that provides essential tools and services for data integration, management, interoperable data access and information visualization for decision support is fundamental. In this way, a number of stakeholders are facilitated and able to collaborate seamlessly under pre-established data governance policies: i) Data Providers (e.g. Hospitals or National Planners/CDCs), provided with tools to input aggregated point of care or other epidemiological, health, etc. data, ii) Data Consumers (e.g. National Planners/CDCs, Ministries of Health, European Agencies (ECDC, HERA)) to access submitted quality data and information of their interest in a timely manner, and filter, retrieve and visualize data in customized information dashboards, iii) Solution Providers, to automatically access and retrieve diverse quality, sufficient, widely geographically dispersed and timely data of their needs from different data sources to effectively, quickly and optimally train/build their data-driven or AI-driven solutions and thus bring innovative apps and tools to the market to effectively manage the emerging pathogen and help in increasing the resilience of healthcare systems and services. The UNIFY-DATA solution that Netcompany-Intrasoft develops (shown in the figures below) targets to meet the needs of all stakeholders and provide seamless access to quality data in a timely manner and within a distributed ecosystem.
